Is it possible to review the previous fatwa regarding the cultural competition, given that the participant who buys the CD will not lose anything, but rather will benefit scientifically and morally, and the value of the accompanying programs exceeds the price of the CD?

We thank the esteemed questioner for his trust and interest. We affirm that the clarifications mentioned do not change the ruling on the impermissibility of this competition (Fatwa No. 102277). This is because the ruling of impermissibility is based on the premise that the prize provider seeks profit and to promote his goods through the prize. Thus, the prizes are not purely voluntary donations, but rather an exchange, as only those who purchase the CD are eligible to participate, which indicates an intention of exchange. Many buyers may only purchase the CDs for the sake of the competition, and this is impermissible and falls under the meaning of gambling. It is also forbidden to sell the CDs to them if this is their intention, as this falls under the prohibition of means leading to the unlawful.
