Is it permissible to participate in a market that requires an annual subscription card for entry and purchase, and to benefit from a 2% rebate on the value of purchases when subscribing with the "Golden Card"?
It is not permissible to subscribe to discount cards of both types (regular and gold) due to the presence of (excessive uncertainty) and (gambling) in them. A resolution has been issued by the Islamic Fiqh Council of the Muslim World League prohibiting their issuance or purchase if they are for a fixed price or an annual subscription, because their purchaser pays money without knowing what he will obtain. Thus, the risk of loss (ghurm) is certain, while the gain (ghunm) is potential. Similarly, the Permanent Committee for Issuing Fatwas has ruled them unlawful to deal with, and Sheikhs Ibn Baz and Ibn Uthaymeen have also issued fatwas to this effect.
