Is it permissible to employ women who do not adhere to the legal hijab or men who have bad habits (such as smoking or listening to music) in a project aimed at helping needy families and displaced persons, taking into account their difficult circumstances and situations?

It is permissible to employ men who smoke or listen to music, while advising them to abandon these habits. As for women who display their adornments (mutabarrijat), they must be required to adhere to Islamic guidelines in their dress and other aspects. Otherwise, it is not permissible to employ them while they are displaying their adornments and mixing with men, so that the workplace does not become a center for the reprehensible act of displaying adornments and its temptation.
