What is the correct ruling on Isbal (letting one’s garment hang below the ankles), and is it forbidden in all cases, or do the majority of scholars not consider it forbidden if it is without pride? And is Isbal always considered pride, as stated in the Hadith?

"Lowering one's garment below the ankles out of arrogance is forbidden by the consensus of scholars, and it is considered one of the major sins. As for lowering the garment without the intention of arrogance, there is a difference of opinion. The stronger view is that lowering the garment is absolutely forbidden, even if not out of arrogance. They based this on hadiths that prohibited lowering the garment without restricting it to arrogance, such as the hadith: 'Whatever is below the ankles of the izar (lower garment) is in the Fire.' Others went further, stating that merely lowering the garment necessitates arrogance. The disagreement stems from the apparent contradiction between absolute and restricted hadiths. The safer and more virtuous approach, which clears one’s conscience, is to avoid lowering the garment."
