What is the ruling on shaving the eyebrow with a razor for infant children?

The Prophet, peace and blessings be upon him, cursed the nāmisah (one who plucks eyebrows) and the mutanammisah (one who has her eyebrows plucked). Namṣ is the removal of eyebrow hair to thin and shape them. Its prohibition stems from the fact that it is an alteration of Allah's creation. The curse includes anyone who practices namṣ, whether on a young or old person, and it is even more strictly forbidden for men. Therefore, it is not permissible for the guardian of a boy to do this to him; rather, the eyebrow should be left as it was created, except in cases of necessity for treatment, and necessity is determined by its extent.
