When does a woman become permissible for a man and officially become his wife? Is it after the wedding ceremony, or after the payment of the dowry and consent?

A woman upon whom a marriage contract has been lawfully solemnized becomes a wife, and it becomes permissible for her husband to do with her what is permissible for a husband to do with his wife. She is obligated to allow him access to herself if the advance payment of the dower has been handed over to her, except in exceptional cases, while observing the custom of postponing consummation until after the wedding.
