Is it obligatory to make up for and offer expiation for someone who had intercourse with his wife while traveling during Ramadan, in the daytime, without ejaculation, based on the differing scholarly opinions regarding the ruling on penetration without ejaculation?

Scholars differ on the ruling concerning a traveler breaking their fast if they return to their hometown while fasting:

Malikis: It is forbidden for them to break their fast. If they do break it, they must make up the day and offer expiation (kaffara). Shafi'is: There are two opinions, the more correct of which is that it is not permissible to break the fast. If one breaks it through intercourse, expiation becomes obligatory. Hanafis: It is disliked for them to break their fast, and expiation is not obligatory; only making up the day is required. Hanbalis: They assert that it is not permissible to break the fast, and it is apparent from their statements that expiation is obligatory for whoever breaks their fast through intercourse.

Expiation is obligatory according to the Malikis and Hanbalis, and in one of the two opinions of the Shafi'is, whereas it is not obligatory according to the Hanafis. There is no opinion that differentiates between intercourse that results in ejaculation and that which does not.
