What is the ruling regarding the stepdaughters' non-compliance with advice concerning prayer and hijab, and is the husband sinful for that? Is it permissible for a man to delay prayers until their time has passed and combine them upon returning home due to work circumstances and the absence of mosques in a non-Islamic country, relying on Allah's saying: "Allah does not burden a soul beyond its scope"?

There is no sin upon your brother and friend regarding the shortcomings of his stepdaughters, and he must enjoin upon them what is right and forbid them what is wrong to the best of his ability. As for delaying prayers, it is not permissible unless he is unable to perform them at their prescribed times at work. In such a case, he may combine two prayers (Dhuhr with Asr, and Maghrib with Isha) at the time of one of them if he experiences extreme hardship. However, if he is able to perform them individually, then delay is not permissible. Delaying is forbidden if the work period extends until the time for the combined prayer has passed, because this constitutes neglecting prayer, and Allah's punishment is greater than human punishment. If the work leads to abandoning prayer or delaying it until its time expires, then it is not permissible to continue in it.
