What is the ruling on setting a specific price for an 'Umrah al-Badal, performed by a man in Mecca, and advertised online?

Performing Umrah (definition) on behalf of another for a fee is permissible according to the majority of scholars, while the Hanbalis prohibited it. It is more proper to refrain from this due to the differing opinions on the matter. For it to be permissible to perform Umrah on behalf of another, the proxy must have already performed Umrah for himself, and the one on whose behalf the Umrah is being performed must be someone for whom deputization is permissible, such as a deceased person or someone incapable of performing Umrah themselves. He may enter into the state of Ihram (definition) for Umrah from any Miqat (definition).
