Is it necessary to fast for one who intended to travel and did not form the intention to fast in Ramadan overnight, then dawn broke while he was still a resident?

If someone intends to travel in Ramadan (definition), they must form the intention to fast overnight, and they are not permitted to break their fast unless they have left their town. Before leaving, breaking the fast is not permissible. If dawn breaks and they did not form the intention to fast until after it, their fast is invalid according to the majority of scholars and must be made up. However, the Hanafis permit delaying the intention until Duha (late morning). One must abstain from eating and drinking for the rest of the day out of respect for the time, and then make up that day.
