What is the ruling on divorce if a man says to his wife: "If you take your clothes and go to your family, you are divorced," intending to prevent her from taking a bag of clothes that suggests a quarrel, and then he allowed her to take some clothes in a plastic bag without the suitcase? And does the divorce occur if the intention was all the clothes or some of them?

As long as the wife has not done what the divorce was conditioned upon, and nothing else was intended, nor was it indicated by any presumption or custom, then the divorce does not occur. Furthermore, scholars have issued fatwas that the divorce does not occur, so one should not pay attention to whispers (waswas) and doubts, because divorce does not occur with doubt, and the default is the continuation of the marriage.
