What is the meaning of the Hadith: "The Prophet, may Allah bless him and grant him peace, used to anoint himself every now and then (ghibban) and apply kohl an odd number of times (witran)?"

The meaning of "oiling infrequently" is from time to time as needed. The Prophet, may Allah bless him and grant him peace, disliked extravagance in luxury, such as excessive oiling and combing. The meaning of "applying kohl an odd number of times" is individually, by applying kohl three times consecutively in each eye. The Prophet, may Allah bless him and grant him peace, had a kohl stick from which he would apply kohl three times in each eye. It is also said three times in the right eye and two times in the left eye to achieve an odd number.
