Should vendors who sell during Hajj but do not perform Hajj shorten their prayers, whether they are residents of Mecca or from outside it?

Regarding individuals who sell during Hajj but are not pilgrims:

- If they are residents of Mecca or its vicinity, they are not permitted to shorten their prayers (qasr). - If they arrived from a distance greater than the qasr distance and intended to stay for four days or more, they are not permitted to shorten their prayers. - If they intended to stay for less than four days, they are considered travelers and are permitted to shorten their prayers before returning to their home countries.
