What is the ruling on the qasr (shortening) and jam (combining) prayers for a traveler who intends to stay for 15 days for shopping and tourism, knowing that there are no places for prayer available outside of long excursion times, and is it permissible to shorten and combine prayers in this case, even though the duration exceeds four days?

The Lawgiver permitted a traveler to shorten and combine prayers if the distance of his journey reaches 83 kilometers, unless he intends to reside for four days or more, in which case the concessions of travel cease. Prayer must be performed at its prescribed time, and if a mosque is unavailable, then the entire earth is a mosque. A woman must advise her husband to perform prayer, and it is not permissible for her to obey him in abandoning it or delaying it.
