Does Allah's promise in Surat Al-Imran, verses 135-136, include those who repeatedly commit sins despite their efforts and seeking forgiveness?

The verses mentioned in Surat Al Imran (3:135-136) include all who are characterized by their descriptions: those who, when they commit an indecency or wrong themselves, remember Allah and seek forgiveness for their sins, and do not persist in what they have done. Their reward is forgiveness and gardens beneath which rivers flow. Al-Qurtubi, Ibn Kathir, and Al-Sa'di interpreted these verses as encouraging repentance and seeking forgiveness upon falling into sins, and not persisting in them.

The Hadith (definition) of Abu Hurairah in Sahih (definition) Al-Bukhari confirms this meaning, as Allah forgives the servant every time he sins and then repents, as long as he knows that he has a Lord who forgives sins and holds him accountable for them. Al-Nawawi states that even if sins are repeated hundreds of times and repentance is accepted each time, his repentance is valid. There is no license in the Hadith to commit sins; rather, it is an encouragement for repentance for whoever falls into sin, and not to persist in it. Repentance grieves Satan.
