Is it permissible for me to pray at home instead of going to the mosque, due to difficulty in movement and being afflicted with hemiplegia, and does the hadith "There is no prayer for the mosque's neighbor" apply to me?

Congregational prayer is obligatory for able-bodied men. The sick or paralyzed are excused from attending the congregation if going is difficult for them, and the excuse is removed if they become able to go or find someone to assist them. Religious texts indicate the waiving of the obligation of Friday prayer and congregational prayer for the sick, such as the Almighty's saying: "So fear Allah as much as you are able," and "There is no blame upon the blind, nor is there any blame upon the lame, nor is there any blame upon the sick." The Prophet, peace and blessings be upon him, also stayed away from the congregation when he fell ill. The obligation of attendance is waived for the excused, so the hadith: "There is no prayer for the neighbor of the mosque except in the mosque," does not apply to them.
