There is no harm in working at a telecommunications switchboard and transferring calls, because the work of this institution is not exclusively a means to the unlawful; rather, the lawful in it is predominant. However, if it is known that the caller intends something unlawful, then it is not permissible to assist him, due to the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." If he is able to stop the call, then he must do so, unless stopping it would bring about greater harm, in which case he must avoid it.
