Is it permissible for an expatriate brother to falsify his salary certificate to exempt his children from tuition fees in government schools, knowing that his salary is not sufficient to cover his basic expenses and that the difference between his real salary and the exemption amount is small?

It is not permissible to circumvent the entity's condition and forge a salary document indicating a lower amount than the actual salary. This is due to the deception involved, the violation of the condition, and the unlawful acquisition of another's property. The Prophet, peace and blessings be upon him, said: "Whoever cheats is not of me," and "Muslims are bound by their conditions concerning what is permissible." The fact that it does not harm anyone is not a valid consideration, as forgery to obtain what one is not entitled to is invalid and forbidden.
