If the institution provides interest-free loans and adds the actual administrative expenses as a lump sum that is not tied to the borrowed amount, then this is considered a Hassan loan (a benevolent loan). However, if the cost is linked to the borrowed amount, then it is forbidden usury (riba).

Regarding the late payment penalty, it is not permissible because it is precisely the usury of the pre-Islamic era (Jahiliyyah).
