How do we differentiate between fitnah (strife/temptation) and the struggle between truth and falsehood in what is happening in the country?

Fighting among Muslims can be a tribulation (fitnah) if the matter is unclear and it is not evident who is in the right and who is in the wrong, such as when the dispute is based on worldly matters. In such a tribulation, one must withdraw from it and strive to reconcile the disputing parties, for the Prophet, peace and blessings be upon him, said: "If two Muslims confront each other with their swords, both the slayer and the slain will be in Hellfire," and he also said: "There will be tribulations, and he who sits during them will be better than he who stands." However, if it becomes clear that the dispute is between one who is in the right and one who is in the wrong, and between an oppressed and an oppressor, then it is obligatory to support the one who is in the right and the oppressed, for the Prophet, peace and blessings be upon him, said: "Help your brother, whether he is an oppressor or oppressed."
