Does the phrase "You'll come back to blame me or say that I wronged her" effect a divorce, if the husband intends thereby not to divorce so that he does not wrong his wife?

Divorce occurs by the husband's explicit utterance, or by an allusive term coupled with intention. What the husband said here is neither explicit in divorce nor an allusive term, because it does not carry the meaning of divorce. Therefore, nothing takes effect by it. And Allah knows best.
