What is the ruling of Islamic law on marrying a committed young man after he was uncommitted because of the girl and the family's refusal due to him not being Palestinian, and is it permissible for the girl to marry herself if her father is deceased and her brothers refuse, and is the girl sinful if she emigrates from Palestine because of marriage?

It is not permissible for a Muslim woman to marry without a guardian (wali), because the Prophet, peace and blessings be upon him, said: "Any woman who marries without the permission of her guardian, her marriage is invalid, her marriage is invalid, her marriage is invalid." There is no difference in the requirement of a guardian between a virgin and a previously married woman (thayyib). If the guardian refuses to marry the woman off, she may refer her case to the judiciary. There is no sin upon the woman for not marrying a specific man, and any promise she made to him is not binding.
