The answer

It is permissible for recruitment agencies to take commissions from workers for employing them. However, it is not permissible for the employing entity to take a commission from the employee in exchange for securing a job for him, due to the presence of gharar (uncertainty), jahalah (ignorance), and consuming wealth unjustly. This is unless the company paid for the visa expenses, airfare, residency fees, and medical examination, in which case it may reclaim what it spent from the worker, provided that these expenses are not part of the worker's salary.
