It is not permissible for the agent to take a commission from the workers he brings in for employment without their knowledge and consent, especially since he already receives a salary and commission from his employer for processing transactions and recruiting workers. What he takes from the workers is considered consuming people's wealth unlawfully, based on the Almighty's saying: "And do not consume your properties among yourselves by unlawful means," and the Prophet's (PBUH) saying: "The wealth of a Muslim person is not lawful except with his willing consent."
