As long as you are an employee responsible for recruitment and receive a salary for it, it is not permissible for you to take additional payment from recruitment agencies or from workers. This is because the Prophet, peace and blessings be upon him, said: "Whomever we appoint to a position and provide him with a livelihood for it, then whatever he takes after that is ill-gotten gain (ghulool)," unless your employer explicitly authorizes it.
Furthermore, your job entails seeking the most competent workers, and your agreement with an agency that pays a commission might conflict with this duty, as it could lead you to hire someone who pays the commission rather than the most qualified candidate. Therefore, it is not permissible for you to agree with the agency or take a commission for yourself, except with the permission of your employer.
