So, whoever was touched by His light on that day was guided, and whoever missed it went astray," indicates that whoever was touched by Allah's light was not touched by chance, but because Allah knew eternally that they would be righteous. And whoever was deprived of it was not deprived by chance, but because Allah knew eternally that they would be among the wretched. The intent is that the Pen has dried concerning what Allah knew eternally, and this is the view held by Ibn Hajar, Ibn Hibban, Al-Aajurri, and Al-Bayhaqi.
