What is the ruling on seizing an inheritance and procrastinating its distribution, especially if one of the heirs lives in the deceased's apartment without a contract, takes possession of the house's rents, and refuses to sell, despite a will stating that he should not reside in the apartment?

None of the heirs are permitted to seize the inheritance or delay its distribution, for Allah has divided it justly, and violating this exposes the perpetrator to Allah's wrath and punishment, as stated in His glorious verses: "These are the limits [set by] Allah. And whoever obeys Allah and His Messenger will be admitted by Him to gardens [in Paradise] under which rivers flow, abiding eternally therein; and that is the great attainment. But whoever disobeys Allah and His Messenger and transgresses His limits - He will put him into Fire, abiding eternally therein, and he will have a humiliating punishment," and His saying, the Almighty: "Indeed, those who devour the property of orphans unjustly are only consuming into their bellies fire. And they will be burned in a Blaze." The one who delays is advised to fear Allah, treat his siblings fairly, and give them their rights.
