Is it permissible to give zakat and sadaqah to a poor relative who owns an old house in a remote village, rarely finds work except for a meager wage, and has children who need basic life necessities and medical treatment?

If a man does not find enough to cover his basic needs and the needs of those whose maintenance is obligatory upon him, then the definition of poverty applies to him, and he is entitled to receive from zakat, even if he is able to earn but cannot find work.
