Is it permissible to give zakat, sadaqa, or dispose of ill-gotten wealth to a person who has adequate housing and a salary that covers their basic needs, but wishes to improve their standard of living to include additional expenses such as educating their children in private schools or purchasing furniture, clothes, and toys for their children?

He who has enough for himself and his dependents for their basic needs is not eligible to receive zakat (definition), because it is for the poor, the needy, and those mentioned with them in the verse of [Surah (definition)] At-Tawbah (definition). As for voluntary charity (sadaqat at-tatawwu’), it is permissible to give it to those who are not poor, though it is preferable to give it to those in need. Unlawful money must be returned to its owner. If the owner is unknown, it should be spent on general Muslim affairs such as hospitals, schools, and roads. It is not permissible to give it to the rich.
