Is it permissible to adopt the fatwa of Ibn Taymiyyah regarding not making up prayers that were performed with incomplete ablution (not extending water to the elbows) and with water discharge from the penis after istinja’, estimated to be for more than a year?

The elbow, both its apparent and inner parts, is a component that must be washed during ablution, and this is what the four Imams and the majority of exegetes have agreed upon. If the washing of the elbow is not made comprehensive, then both the ablution and the prayer are invalid. The missed prayers that were performed with incomplete ablution must be re-offered according to the majority of scholars, and this is the preponderant opinion. However, Sheikh al-Islam Ibn Taymiyyah holds the view that re-offering is not obligatory for an ignorant person, and this opinion can be adopted in some cases. As for water entering and exiting the penis, it is mostly an illusion and a whisper [from Satan] and nothing results from it. But if it actually happens, then it is impure and invalidates ablution, and the prayer is invalid and must be re-offered.
