What is the ruling on the monthly salary of a government employee responsible for the internet in a government department, if the work is sometimes heavy and sometimes light, or there is no work at all for some months, despite his commitment to attendance, and does his daily half-hour delay necessitate giving charity from his salary, and how can he make his salary lawful and blessed?

The employee is a private hire (ajīr khāṣṣ) who is entitled to their wage upon making themselves available for the specified period. If the institution has no work for them, they are still entitled to their full wage. If they are negligent in their work and do not attend at the appointed time without permission, the employer may deduct from their wage accordingly or forgive them. If they are delayed for a period that is not excusable by custom, they must return an amount equivalent to this time from their salary to the responsible authority, or spend it on general Muslim welfare if the institution is governmental, unless it is impossible to deliver it to them.
