What is the ruling on salaries and bonuses earned from a government job, given that the employee used to be late for work and waste time during working hours, and is it obligatory to compensate for that by spending the money on the poor and needy?

It is not permissible for an employee to violate the time agreed upon in the contract, because Allah says: (O you who have believed, fulfill [all] contracts) (Al-Ma'idah: 1), and the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions."

Taking the full salary while violating the agreed-upon working hours is not permissible, and it is considered embezzlement (ghulool), because Allah says: (And whoever embezzles will come with what he embezzled on the Day of Resurrection) (Aal-Imran: 161), and because the Prophet, peace and blessings be upon him, said: "I do not want to see anyone of you on the Day of Resurrection carrying on his neck a bleating sheep..."

Whoever has done this must repent and regret, and give out a sum from his salary proportionate to the time he wasted. If it is impossible to return it to the competent authority, then it must be spent on public welfare, such as for the poor and needy. As for bonuses, it is not permissible to take them unless the conditions for their entitlement are met.
