When is the proof established against the non-Muslim?

Shaykh Ibn Uthaymeen holds that the Hujjah (proof/argument) is not established until it reaches the accountable individual in a way that he understands it, and that people's understanding differs. So, whoever receives the text but does not understand its meaning, like a non-Arabic speaker, the Hujjah is not established against him. His evidence is the Almighty's saying: "And We did not send any messenger except with the language of his people so that he may make [things] clear to them." He points out that the Almighty's saying: "that I may warn you thereby and whoever it reaches" means whoever the wording of the Qur'an and its meaning reach, or whoever it reaches among the people of the language against whom the Hujjah is established by the Qur'an reaching them. He supports this view with the Almighty's saying: "Allah does not burden a soul beyond its capacity" and "So fear Allah as much as you are able." For one who does not know the meaning, it is not within his capacity to accept it. However, whoever is informed that the Messenger Muhammad was sent and that his religion abrogated [previous] religions, it becomes obligatory upon him to research, and he may not be excused for his negligence in research.
