Is it permissible to say: "Had He not loved you, He would not have created you"?

Not everything God has brought into existence is beloved to Him. There is no necessary correlation between divine universal will and love. God brought Iblis and the disbelievers into existence, and they are hateful to Him, in His ultimate wisdom. The general populace may differentiate between mashia (will) and irada (desire), and between mahabbah (love) and rida (satisfaction). A person might desire something they do not love (like drinking medicine) and love something they do not desire (like a sick person craving something forbidden to them). Allah Almighty loves the pious, the virtuous, and those who repent. He is pleased with those who believe and do righteous deeds, and He rejoices at the repentance of a repentant person. Therefore, it is essential to differentiate between the universal will that brought all existents into being and love, for there is no necessary correlation between the two.
