What is the ruling on one who abandoned ablution (wudu) or ritual bathing (ghusl) out of ignorance, thinking that semen (mani) was pre-seminal fluid (madhi), or performed tayammum (dry ablution) due to lack of time, delaying it until minutes before its time expired? And what is the opinion of Ibn Uthaymeen and Ibn Taymiyyah on this matter?

If someone, out of ignorance, omits a condition of prayer, the majority of scholars obligate them to make up the prayer (qada'), whereas Sheikh Al-Islam Ibn Taymiyyah holds that qada' is not obligatory for them. Sheikh Ibn 'Uthaymeen agrees with Sheikh Al-Islam that if someone, out of ignorance, omits a condition or a pillar of prayer, they are not obliged to make it up if its time has passed. He supports this by citing that the Prophet (peace be upon him) did not command the one who prayed incorrectly to make up what he had missed, but rather ordered him to correct the present prayer. Ibn 'Uthaymeen believes that the ignorant person is excused for their ignorance in such matters, distinguishing between ignorance and forgetfulness.
