What is the formula by which the pilgrim in a state of ihram makes a condition for release from ihram upon being prevented (ihsar) without the obligation of a sacrifice (hady)? And does the obligation of completing that Hajj fall away from him after release? And do each of the types of rituals (Tamattu', Ifrad, Qiran) have a different formula for talbiyah?

Stipulation (ishtirat) in Hajj and Umrah is not obligatory. However, it is recommended for someone who fears an impediment to completing the rites, such as illness. The form of stipulation is to make the talbiyah with the intention of Hajj or Umrah, then say: "My place of release is wherever I am detained," or any phrase that conveys this meaning. The benefit of stipulation is that if one is detained by a hindrance, they are released from their ritual without needing expiation (fidyah) or making it up (qada'), unless it is Hajj al-Islam, in which case it is not waived.
