Is it permissible for the dean of the college or university to dispose of an amount exceeding the costs of building maintenance by distributing it among faculty members for performing 'Umrah, and is it permissible for faculty members to accept or benefit from this money?

It is not permissible for faculty members or the dean to take money in excess of what is due to the contractor, whether in cash or for Umrah expenses. This money must be returned to the treasury of the state-affiliated entity that disbursed it, in accordance with the Almighty's saying: "Indeed, Allah commands you to render trusts to whom they are due," and the Prophet's (peace be upon him) saying: "Many a person who wrongfully dips into the property of Allah and His Messenger will have the Fire on the Day of Resurrection."
