Is it permissible for the employees of the institution to benefit from the proceeds of the endowment stipulated for the poor, orphans, or students of knowledge, for training courses in their field of work? And is there a specific percentage for administrative expenses from the proceeds of the endowment?

The condition stipulated by the endower must be honored if possible and if it conforms to Islamic law. It is not permissible to violate the endower's condition except in cases of necessity or overriding benefit. It is permissible to pay a salary to the manager of the endowment from its funds, unless there is someone willing to volunteer for the work.

Therefore, if the qualification courses help employees in thoroughly examining the endowment and spending its funds appropriately, then it is permissible to provide these courses from the endowment's funds, as this is for its benefit. However, if these courses have no impact on the endowment's benefit, then it is not permissible to provide them from the endowment's funds, as this would be spending the endowment's money for something other than its benefit. This also applies to administrative expenses.
