Is it permissible for congregants to remain after the Fajr prayer in a group for loud dhikr, swaying, repeating "Lā ilāha illā Allah waḥdahu..." ten times and "Allahumma ajirnā min al-nār" seven times while turning their hands as if warming themselves or seeking refuge from the Fire, then beginning the morning adhkar?

What these people are doing involves innovative matters that are not based on Shariah evidence. These are: their persistence in remembrance (dhikr) and supplication (du'a) as if it were a Sunnah, adhering to a specific posture for it with raised voices, and restricting it to a certain number without a Shariah text. These are additional innovations, and one should not sit with those who do them, due to the Prophet (peace be upon him) saying: "Whoever introduces into this matter of ours that which is not from it will have it rejected." As for saying "O Allah, protect me from the Fire seven times" after the Fajr prayer, the hadith reported concerning it is weak and cannot be used as proof.
