Reading the Qur'an and reciting adhkar (remembrances) after Fajr prayer is among the best acts of obedience. There is no harm in vocalizing them as long as everyone is engaged in remembrance and recitation. However, the Prophet, peace and blessings be upon him, forbade some people from raising their voices with the Qur'an over others. The commanded listening in the Qur'an is specific to prayer. Outside of prayer, listening is not obligatory unless one is not occupied with remembrance or recitation.
