Is it obligatory for worshipers to listen to someone who raises his voice reciting the Quran in the mosque, or is it permissible for them to continue their reading or their adhkar?

Allah Almighty commanded listening attentively and silently when the Quran is recited, for understanding and admonition, and then to attain mercy. This is obligatory when the Quran is recited, whether from the Mus'haf or otherwise, and is particularly emphasized during loud congregational prayers and the Friday sermon. The majority of scholars have permitted an exception to the obligation of listening attentively and silently outside of prayer and the sermon due to hardship. However, abandoning listening attentively and silently to the Quran being recited in gatherings is strongly disliked (makrooh karahatan shadeedah). If several people are reciting the Quran in the mosque and one of them raises his voice, the others are not obliged to listen to him. It is advisable for the one reciting the Quran not to raise his voice so as not to disturb those praying.
