Is it obligatory to listen attentively to the recitation of the Qur’an, and to hearken to it, if we are not participating with the reciter, such as in public gatherings, means of transport, or rooms where the Qur’an is recited aloud?

Scholars differ on the ruling concerning listening attentively to the recitation of the Quran outside of prayer. The Hanafis are of the opinion that it is obligatory, citing the general import of the verse: "And when the Qur'an is recited, then listen to it and pay attention that you may receive mercy" (Al-A'raf/204). Whereas the majority of scholars hold it to be recommendable, interpreting the verse as referring only to attentive listening during prayer, which is the view Sheikh Ibn 'Uthaymeen preferred. One must be keen to listen attentively to the word of Allah and not be heedless of it, except if occupied or in need.
