Is reciting the Quran or listening to it an obligatory duty like the obligatory duty of prayer and fasting?

Reciting the Quran is commendable; its doer is rewarded, and its ترك is not punished. As for listening to it, the majority of scholars held it obligatory during prayer and the Friday sermon, while some scholars deemed it obligatory absolutely. However, even if listening to the Quran is deemed obligatory, it does not reach the level of prayer and fasting, as these two are pillars among the five pillars of Islam.
