What is the ruling on reciting the Quran aloud in the mosque while disturbing those praying and those reciting, and what is the ruling on playing a recording device with loudspeakers in the mosque after the Fajr adhan to announce the prayer before its establishment?

If reciting the Quran aloud in the mosque leads to disturbing those praying or those reciting, then it is not permissible to do so, because it harms them and prevents their hearts from being present and reflecting. This is also in accordance with the Prophet's (peace and blessings be upon him) saying: "Let not some of you raise their voices over others with the Quran." As for playing a recording device with loudspeakers in the mosque after the Fajr adhan to announce the prayer or its time, it appears that this should not be done, as the adhan and iqamah are the legitimate means of announcement, and adding anything else might be an innovation. Indeed, Ibn Umar disapproved of the "Tathwib" which people introduced after the Prophet (peace and blessings be upon him).
