What is the ruling on reciting the Qur’an on Friday before Dhuhr prayer using loudspeakers, and on the religious supplications broadcast via loudspeakers a little before the Fajr adhan?

There is no evidence that this occurred during the the era of the Messenger of Allah, peace and blessings be upon him, nor was it practiced by any of the Companions. The supplications that precede the Fajr adhan via loudspeakers are an innovation, and every innovation is misguidance, for the Prophet, peace and blessings be upon him, said: "Whoever introduces into this matter of ours that which is not from it, will have it rejected."
