Is it a condition when wiping (in Wudu) that there be a barrier preventing water from reaching the wiped limb?

For the validity of wiping the head in ablution, it is a condition to wipe the entire head and that there is no barrier preventing water from reaching it. Similarly, it is a condition to remove the barrier from the top of the khuff when wiping over it, while it is recommended to remove it if it is on the bottom part. This is the madhhab.
