Does inserting the hand from beneath the head covering to wipe the outlines of the face during ablution count as a sufficient wiping or a washing?

What is obligatory in ablution (wudu') is washing the face and limbs with water, as Allah Almighty says: (O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows) [Al-Ma'idah: 6]. Washing means pouring water over the limb. Merely wiping is not sufficient. It is a condition that water flows over the limb, with the exception of the head.
