The answer

Washing the face is one of the obligatory acts of ablution (wudu’). Its boundary, lengthwise, is from the usual hairline down to the chin (the meeting point of the two jawbones), and width-wise, from ear to ear. What is obligatory in ablution is washing, not wiping. It is sufficient to make the water reach the designated area once, and rubbing with the hand is not necessary according to the majority of scholars.
