What is the ruling on a lost item found in Mecca, amounting to about ten to fifteen riyals?

A lost item of little value (ten, twenty, thirty, or similar) holds no significance today. If its owner is known, then there is no harm in returning it. If one consumes it, there is no harm. If one gives it as charity on behalf of the owner, there is no harm. If one uses it, there is no harm. And if one leaves it, there is no harm.
