The roads have always been like this; people would wade through the rain and its mud and pray without washing it off, unless the impurity was predominant or its substance was present. It is permissible for you to pray in the mentioned trousers without wiping off the water and mud, unless the impurity is predominant in the mentioned waters, or you are certain that the impurity has affected your clothes.
